On November 8, 2018, the most destructive wildfire in California history began in Butte County, California and quickly spread to the Town of Paradise. Burning for over three weeks, the fire ultimately destroyed nearly 14,000 residential units and over 500 commercial structures with an estimated property loss of over $3.5 billion. The disaster caused a depressurization of the entire potable water distribution network, exposing system-wide piping to fire-related volatile organic compounds (VOCs). In the wake of unprecedented damage of this nature and extent, Water Works Engineers was contracted to assist PID staff by providing Program Management of the Disaster Recovery effort for the compromised potable water distribution system – addressing challenges with contamination, future hazard mitigation, system resiliency, and the ultimate return of the system to successful, sustainable full-service operation.
